Mozambique releases IPP tender for solar plus storage projects

  • The Ministerio de Recursos Minerais e Energia (“MIREME”) has received funds from the Government of Germany (“GoG”) through KfW Development Bank (“KfW”) toward the cost of the “GET FiT Mozambique Program (the “Program”) (BMZ 2019 68 452) in form of a financial contribution (“Grant”).
  • These funds are intended for support of a tender program for decentralized utility solar photovoltaic (“PV”) plus battery energy storage system (“BESS”) projects to be implemented by Independent Power Producers (“IPP”).
  • The tender program will be executed under the aegis of the Autoridade Reguladora de Energia (“ARENE”) according to their mandate under Article 7(1)(b) of the Law 11/2017 of 8 of September (ARENE Act) as well as Article 12 (1) of the Electricity Law 12/2022 of 11 July.

ARENE now intends to select two (2) experienced and qualified IPPs to develop, finance, construct, own, operate and transfer two (2) Lots of PV + BESS sub-projects in the provinces of Nampula, Zambézia, Sofala and Gaza through an International Competitive Bidding (“ICB”) process with prequalification to be implemented under the laws of the Republic of Mozambique in consideration of KfW ́s “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partners” (2021), as updated from time to time. A complete set of the Prequalification Documents in English and Portuguese can be downloaded free-of-charge by registered users through the data room of ARENE. To register, interested firms will need to contact ARENE by email to concurso.getfit@arene.org.mz. ARENE will then request interested firms to sign a Confidentiality Undertaking and to nominate up to four (4) users who will be granted access to the ARENE data room.

Applications shall be submitted in sealed envelopes and delivered to the address below by 12:00 p.m, Mozambique time, of September 13th 2024.
